Let’s be honest—innovation procurement can be a challenging and complex journey, but you don’t have to navigate it alone. That’s why leading organizations in innovation procurement across Europe, coordinated by EIT Health and supported by the European Union, have joined forces to launch the Health Innovation Procurement Support Services (HIPSS) project.
This two-year, EU-funded initiative will create a platform offering expert advisory services to empower public procurers—such as hospitals and health systems—and innovation providers, including SMEs and industry, to confidently navigate the procurement process.
Our vision is to unlock the full potential of innovation procurement by providing the right guidance and support, increasing its use, and driving impactful solutions in healthcare.
HIPSS is a hands-on initiative with the main goal of developing a one-stop-shop platform that streamlines healthcare innovation procurement by offering comprehensive support services to public procurers, innovators, and stakeholders across Europe. While the project itself is time-bound, HIPSS aims to develop a sustainable business model from the start to ensure continued value delivery long after its completion. HIPSS will co-create and provide support in four key areas across all the innovation procurement journey.
For the R&D phase:
Business acceleration services, scouting, matchmaking, and access to mentors, alongside a repository of tools and materials designed to fast-track health innovations.
For the Early-adoption phase:
Procurement guidelines, business acceleration services, and a robust network of innovation consultants, helping scale health innovations across Europe.
For the System Adoption & Scale-up phase:
Systematic methodological frameworks, repository materials, and indicators and journeys. The platform will also support open market consultations, tender preparation, and connect with homologous entities across all EU countries.
At any step of the innovation procurement:
Guidelines on PCP and PPI laws, advisory services for tender writing, contract implementation, and access to a network of EU-wide homologous entities.
We’re building on the foundation established by previous projects, leveraging their invaluable insights and lessons learned. With an agile, collaborative approach, HIPSS brings together industry, academia, government, and civil society to co-create support services and materials through interviews, workshops, use cases, pilots, and thorough analysis. Together, we will develop a solution that delivers real value to public procurers and innovators, shaping the future of healthcare.
