Innovation procurement is a powerful tool to bring better care to patients, but we know it’s hard to navigate and even harder to align on the “right” steps. Procuring in health is not like procuring roads: it’s regulated, safety-critical, and packed with diverse stakeholders. That’s why we’ve built the HIPSS Platform, a practical suite that combines step-by-step guidance, expert advisory, and resources.
After more than a year of research and development, the first version of the HIPSS Platform has been created. This tool combines the learnings from publications, health innovation procurement projects, dozens of interviews with stakeholders that went through this process, and the experience of our experts in this field, in a platform that contains:
PCP/PPI step-by-step guidance with in-context resources and advisory support
Legal support (legal practices, case studies, advisory support)
Adoption support for health systems to embed PPI in strategy and operations
We are offering early access to the HIPSS Platform for a select group of procurers, innovators, and systems that are willing to participate in procurement of innovation. Our experts will be able to support you on using the guidance tool and provide ad-hoc advisory support in those areas where you need it the most. This is an EU-sponsored, free-of-charge, 8-week programme.
EU-based organisations that fall within one of these categories:
Healthcare procurers (hospital, healthcare centre, region, etc.) are willing to use innovation procurement (PCP/PPI) or already using it.
Innovative companies in health (startups, SMEs, multinationals) willing to participate in innovation procurement (PCP/PPI), with or without prior experience.
Public administrations (health ministries, policymakers, public health advisers, public insurers) aiming to foster the use of innovation procurement instruments (PCP/PPI) or already deploying them.
Support entities (public/private) that help innovators or healthcare providers manage PCP/PPI (consultancies, ecosystem partners, etc.).
Kick-off (ends-January): meeting to understand your real case and goals, and to agree the milestones for the next 8 weeks.
Work on your case (8 weeks, February to March): Use the HIPSS Platform to progress your case toward the agreed goals, autonomously or with guidance. You can request ad-hoc expert support when needed.
Wrap-up & feedback (end-March/beginning-April): Brief closing call to review what was produced and agree recommended next steps.
Commitments:
Name a contact person (you or whoever is leading the participation).
Dedicate ~1 hour/week during the 8-week Early Access program, plus a short initial and final interview, and quick feedback pulses.
Programme is fully online.
Phase 1: Short form (5-10 min): until 15 January
Phase 2: Interview (30 min): mid-January
Places: ~8 organisations total (balanced mix across profiles). We may accept more if suitable.
What we look for: We will evaluate your application based on your motivation and readiness to use innovation procurement; how much can our platform benefit your case; the likelihood of progressing a real PCP/PPI; and your interest to shape and improve this platform together.
As we retain the right to choose which applicants can participate in the pilot, we will select the participants through the process described. Applying does not automatically mean you will be allowed to participate.
